If there is total determinism in the natural laws and everything either is material, or supervenes on the disposition of matter, then certain conceptions of free will are ruled out. If we add a bit of randomness to the laws of nature, but keep the other assumptions the same, that does not make any difference to the free will question. It does not make any of the ruled-out conceptions available. That would mean that it would have to be a form of randomness. It would be very difficult to get something that we considered to be a respectable form of free will out of determinism plus randomness.
